一、基本情况

周全,男,汉族,1989年9月出生于湖南湘阴,湖南大学电气与信息工程学院教授,博导,湖南大学国际合作与交流处处长,国家级高层次青年人才,湖南省科技创新领军人才,岳麓学者特聘教授,电能高效高质转化全国重点实验室、空天科学与应用联合研究中心等科研平台技术骨干,IEEE高级会员,中国电机工程学会高级会员、IEEE Trans. Smart Grid等国际期刊编委、中国电科院期刊中心青年专家团成员、IEEE P3574《架空输电线路通道山火卫星监测系统技术导则》标准工作组副主席,曾在中国星网科技质量部借调工作。师从美国工程院院士Mohammad Shahidehpour教授,长期从事空天电力信息技术与装备、卫星通导遥电力应用等领域研究,主持国家重点研发计划课题、国家自然科学基金面上项目、国家高端外国专家引进计划等国家级/省部级科研项目10余项,发表高水平学术论文70余篇、ESI高被引6篇,开设《新型电力系统卫星互联网应用技术》系列课程。

主要研究方向:空天电力信息技术与装备,“卫星互联网+”电力应用,包括但不限于星地融合电力信息网络建模与资源调度、星地融合网络下无人机电力巡检、平急一体电力卫星终端与无人机机巢布点规划、星地信息增强的光伏出力预测、多元遥感信息融合的电力山火预警、空天电力视角下电力系统韧性评估与增强、星地融合电力信息网络零信任架构与安全控制、直连卫星电力通信终端与自组网装备、RTK高精度导航定位与雷视融合目标追踪。

三、主要研究方向

空天电力信息课题组旨在全面探索卫星互联网、低空经济新质赋能潜力,推动“空天信息+”新型电力系统垂直应用新模式,为偏远场景下的可再生能源泛在接入、灾害场景下的电网防灾应急等电力场景提供安全可靠、优质高效综合信息服务,为建设天空地全面一体、通导遥深度融合的绿色高效、柔性开放、安全可靠新型电力系统提供基础参考,推动新型电力系统与空天信息融合发展。

课题组面向新型电力系统空天地融合发展,围绕协同设计、泛在接入、防灾应急三大方向,研究电力—信息耦合机理、广域态势感知、星地资源调度及灾害风险预警与协同恢复,构建空天地一体化技术体系,为系统安全运行、灵活接入与韧性提升提供理论和方法支撑。

(一)协同设计

面向低轨卫星互联网与地面通信网络协同支撑需求,开展电力—信息耦合建模与交互机理、业务分级与需求感知、平急一体化资源动态编排,以及时延—可靠性指标建模和带宽—功率联合配置等研究,构建兼顾常态运行与应急保障的星地融合协同设计方法体系,实现多维网络资源与电力业务需求的高效匹配和联合优化,为新型电力系统泛在接入、防灾应急等典型场景提供关键方法支撑,提升系统运行的可靠性、韧性与智能化水平。

(二)泛在接入

围绕新型电力系统全域泛在接入与通信资源灵活保障,融合卫星互联网、空基网络和地面通信网络,研究星地异构网络联合建模、动态性能分析与资源映射方法,构建覆盖重点区域、隐患区域及常规业务区域的广域态势感知与异常状态识别机制。在此基础上,开展多层网络资源按需匹配和协同优化调度,实现不同类型终端与多样化电力业务的全时可靠接入、通信资源动态配置及服务能力弹性扩展,为新型电力系统提供无缝、广泛、高效的信息通信支撑。

(三)防灾应急

针对台风、暴雨、洪涝等极端事件引发的复合灾害风险,以及新型电力系统受灾范围广、故障演化复杂、应急通信与资源保障能力不足等挑战,开展复合灾害场景建模与致灾耦合机理、系统风险动态评估与预警防控、应急资源灾前预布置及灾后协同恢复等研究,融合低轨卫星互联网、无人机通信平台和地面应急资源,构建星地一体化防灾应急与协同调度方法体系,实现灾害风险的精准感知、快速预警和故障区域的高效恢复,为新型电力系统在极端事件下提供全时应急保障,提升系统抵御、响应与恢复能力。

四、研究生招生

每年招收2名博士研究生、4-6名硕士研究生,欢迎电气工程、控制科学、通信工程、电子科学、计算机网络、信息安全等专业方向以及有交叉学科背景的学生联系、咨询、申请。课题组保持团结友善、共同进步的学术氛围,重点培养学生的科研兴趣与实践能力,欢迎对前沿技术与交叉领域充满好奇心和探索欲、乐观开朗、乐于思考、勤于实践的同学们加入。

课题组与国家电网、南方电网、中国星网、银河航天等多家行业头部企业,以及斯坦福大学、伊利诺伊理工大学、丹麦科技大学、奥尔堡大学、南洋理工大学、香港中文大学等科研机构建立了长期可靠的合作机制,能够借助相关科研团队的优势平台、科研条件和技术积累,为研究生提供企业/海外联合培养机会。
